Foreign Policy mag: Take Asia seriously or get run over – by an environmentally friendly vehicle

Foreign Policy magazine says aspirations for a less oil-dependent world, and for a more prosperous one, are colliding in a global race for a better battery.

The battery could be part of a half trillion US dollar electric-car industry capable of spawning companies on the scale of ExxonMobil, General Electric, and Toyota.

This, as Foreign Policy points out is the stuff of creating or remaking whole economies and the rebalancing of political power.

As you’d expect the Chinese are on to it.

FP says that China, starting virtually from scratch, wants to become the world’s largest producer of battery-powered vehicles within the next few years.

This is based on the recognition that “the world doesn’t just need a better car — it also needs a better means of building and sustaining economies”.

And as usual you need to take Chinese ambition seriously – very seriously.

Similarly with the Singapore Stock Exchange’s A$8.1 billion offer to buy its Australian counterpart, the ASX.

As the Sydney Morning Herald points out “The real issue is ambition”.

The Kiwi ambition deficit shown up by Singapore

A Sydney Morning Herald column points out that Singapore’s stockmarket is half the size of Australia’s.

Remember Singapore Exchange’s has offered A$8.1 billion to buy its Australian counterpart, the ASX.

There’s a bit of a sh!t fight going on across the Tasman over this, but as the SMH writer, William Pesek, points out “The real issue is ambition”.

He says the tiny country “with no natural resources and a state-capitalism model” shows how Asia’s money is changing the face of finance and geopolitics as we know it.

“…fast-growing and cash-rich Asia is about to go shopping in ways that might shock the biggest developed economies.

“The next wave of globalisation features developing nations buying the crown jewels of developed ones. It will be messy. In 2005, the US Congress freaked out when China’s CNOOC bid for oil company Unocal, then scuttled the deal. Just wait until China sets its sights on Boeing, Microsoft or Goldman Sachs.”

It’s a scale of ambition that we in NZ can only dream of.

But that’s not to say that we’ll manage to avoid being on the receiving end of this ambition. We are already seeing Asian interest in our land.

What we need to do is figure out ways of jumping on this tiger’s back. Slamming our cage’s door shut ain’t the way to go.

The ‘slow sell nation’ – the cultural heritage factor. “Britain’s farm” not a “city upon a hill”

So how much is where we’re from to blame for our ‘slow sell nation’?

It’s fun, if not enlightening, to check out the different immigration paths of NZ and the US.

In his book Outliers, Malcolm Gladwell talks of the power of cultural legacies. “It is only by asking where [successful people] are from that we can unravel the logic behind who succeeds and who doesn’t.”

And that can mean going back a long way.

Gladwell looks at the success of Jewish men in the tough, anti-Semitic environment of the New York law fraternity mid last century.

These often rough hard men, the sons of poor Eastern European immigrants, ended up running the city’s leading law firms and amassing billion dollar fortunes.

Unlike the Irish and Italians immigrants, who were in the main impoverished peasants and tenant farmers in the Old World, the Jews were people of the cities.

According to Gladwell 70% of Eastern European Jews who came through Ellis Island immigration centre in the 30 years before WWI had some kind of occupational skill or owned stores.

They arrived in the US at a time of opportunity, but they had the skills, including an understanding of commerce, an ability to sell and an inclination to work like crazy to take advantage of these opportunities.

Some made it rich in their own lifetime, but many families had to wait a generation for these virtues to pay off.

They’re traits that were also on the Pilgrim’s first ship, The Mayflower. The ship’s short manifest included tailors, a merchant, a doctor, printer and people of learning.

One of the early Pilgrims wanted to create a colony “as a city upon a hill”.

New England went on to become a centre of learning, commerce and trade.

So we come to New Zealand – who are our immigrants and what’s their cultural legacy?

Famously our dream was not “a city upon a hill” but to become “Britain’s farm”.

Wave after wave of immigration to this country was to fulfil this ideal. We had nothing comparable – at least till mid last century – to the commercial heritage of a Mayflower or Jewish Diaspora.

In the 1840s NZ Company agents enticed mechanics, gardeners and agricultural labourers from southern England and Scotland by offering free passage.

According to historian Jock Phillips:
“A third of the adult men were farm labourers, and another two-fifths were ‘mechanics’ – traditional rural craft workers such as builders or blacksmiths. These skilled rural folk looked to New Zealand to fulfil dreams of independence through land ownership. There were few industrial workers or even clerks.”

And after provincial governments took over attracting immigrants in the mid 1850s, agents were still instructed to go after agricultural labourers and builders.

My recollection of NZ history is that Maori quickly and easily shifted into European mercantilist mode and may have developed into a real commercial force if it wasn’t for having the stuffing knocked out of them in the land wars.

In the 1900s farm labourers were still in demand along with businesses wanting skilled workers, and middle-class families wanting domestic servants, says Phillips.

And so it was till WWII when “about 1,100 escapees from Hitler, mostly Jews, were accepted (many fewer on a per capita basis than the numbers taken in by the United States and Britain). Of those who came, many made distinguished contributions to cultural and business life”.

The change of focus continued with the 1947 immigrant assistance scheme which saw 100,000 come to NZ over the next 30 years, mostly city people with industrial skills.

BTW – my father, an agricultural worker, snuck in under this scheme.

The 1970s saw the start of an influx of unskilled Pacific Island immigrants. The other more recent significant shift away from serving “Britain’s farm” was the Asian immigrants of the 1990s who were, as Phillips says, educated and comparatively wealthy.

So (for the moment ignoring the recent past) that adds up to a powerful “cultural legacy” that’s not really in tune with the modern international market place that rewards commercial nous, skill in spotting business opportunities and salesmanship.

I think we are still working our way through this legacy (one of growers, not sellers), but the legacy of the more recent past offers hope.

Asia. Eventually our hearts and minds will follow the money. Oh, and teachers too

Our future lies with Asia, right.

BigCake thinks a lot of Kiwis say this, without really believing it’s true.

And consequently they don’t do anything much about it. A case in point are our secondary schools.

An Asia New Zealand Foundation survey of the heads of departments in New Zealand secondary schools shows a sometimes half-hearted approach to including Asian subject matter.

Meanwhile Asia is not just our future, it’s already a hell of a lot our economic present.

In 2008 – 09 our exports to the rest of the world dived, but they would’ve looked worse if it wasn‘t for China (exports up 43.2% to $3.63 billion), Singapore (up 27.5% to $1.1 billion) and Hong Kong (up 13.4% to $794 million). India chipped in with a solid increase as well.

Exports to our two leading export destinations, Australia and the US were down 8.6 and 9.8% percent respectively.

Australia will come back, but our export stats tell a story of the Asianisation of our economic ties.

Only four of our top 10 trading partners now come from the ‘West’.

Eventually our hearts and minds will follow the money.

Not that you’d notice this right now in some of our secondary school curricula, but this probably just reflects the current limited headspace most New Zealanders assign to Asia.

The Asia New Zealand Foundation survey found:
• Just one-third of heads of departments have included Asia specific topics or projects in their programmes in the past two years and this teaching is concentrated primarily within subjects that can be viewed as the ‘traditional home’ for Asia-related content: geography, history and to some extent social studies.
• Just one-quarter of heads of departments say they include these more than once each year.

On the good side:
• The majority of larger schools teach Asian languages. Small schools, however, are much less likely to do so. Almost three-quarters of surveyed schools with 50 to 499 students do not teach any Asian languages.
• 97% of schools have some kind of link or relationship with Asia. The majority of schools have had visitors to their schools from Asia and enroll international fee-paying students from Asia.
• Nearly two-thirds of schools employ Asian staff members and 59 percent have sister relationships with Asian schools or cities.

The survey report says that according to heads of departments, the main barriers to including more Asian content are availability of professional development, student subject choice and availability of resources.

The report concludes: “As many teachers focus on the assessment criteria provided by NCEA achievement standards as guidelines for curriculum development, there is a strong need for achievement standards in all relevant subject areas to include a focus on Asia-related content. This would provide significant influence in motivating heads of departments and teachers to include Asia-related content in their teaching…”

But as Colin James indicated in The Dominion Post, the Government still sees choice as king in our education system.

There’ll be no centralised drive to get more Asian studies into our schools.

Parent and pupil demand will have to drive change.

This is the slow boat. The majority of Kiwis haven’t yet ‘got’ the fact that teaching mandarin is more important than teaching French, that Japan’s history is more relevant than Italy’s and the Mekong River is more interesting than the Rhine.

While this remains the case, and the Government won’t take a lead, some of our opportunities in Asia are going to go to waste, though BigCake understands businesses may step into this education breach.
